April Council minutes accepted with correction to spelling of Kim Shumate's name.


FINANCIAL REVIEW - Diane Brauer reported that the Financial Review is still in progress.   Having been in contact with BOLI (Bureau of Labor & Industries), she learned that we are in violation of Federal and State laws regarding comp time in lieu of paid wages.  BOLI said that there are no exceptions; an employee on hourly wages must be paid overtime in wages and not through comp-time. This would include meetings or other activities the employee is expected to attend. Volunteer work, for Redeemer, would not have to be paid.

 

PASTOR'S REPORT –  Attached.

Disabilities Awareness.  The District Disabilities Awareness Task Force, on which he serves, requires his attendance at a meeting all day Tuesday the 16th.  He would like to assist the Social Ministry Board in putting together a safe facilities guideline for Redeemer. Any issues or concerns brought to our attention, with regards to disabilities, should be directed to right person.  Etta Mae said the parish nursing may be able to help with this.

Health Committee - Functional Structures.  A number of actions related to Functional Structures have been put in to place: Financial Review, Matching people with ministries, Bylaw revision/Constitutional amendments to be under review, Health Committee to do a new congregational survey this fall, Executive Committee in place, Reducing the Risk to our children guidelines under development, Policy & personnel handbooks are in progress, Elders are forming a Spiritual Life Board, improvements in congregational communications being made.

Priorities and goals are being chosen in alignment with our vision statement.  We should plan a one-year celebration of our vision statement.

 

TREASURER'S REPORT – Attached.
This past Sunday's income was lower than estimated on the treasurer's report.
Don't yet know what last month's preschool tuition was.
VBS starter kit ordered from Concordia Supply Co. ($159,99) should come from earmarked VBS funds.
Etta Mae doesn't know what the Oleson Florist bill was for; she will have Sandy follow up.
Next month, Etta Mae will set us up for Equal Pay on the utility bills.
The $2,300.92 rebate check is still in reserve.
Convention Assessment and registration for Pastor and Lay person have been paid.

Motion that Treasurer's Report be accepted. Seconded. Approved.

 

OLD BUSINESS

Vietnamese Congregation Agreement & Covenant. Pastor Van is in Vietnam for the next three weeks, so these items are on hold.

NW District Visit. The congregational questionnaire was provided to Council members for input. Suggestion was made that the entire congregation have an opportunity to provide feedback. It was decided that one question each week will be put in the Bulletin for the congregation to consider and provide input. Fred will oversee this and collect responses. We should get this back to district in time for a fall meeting with the representative.

Safe Sanctuary.  Kim Shumate's work on this program for Preschool is voluntary. Staff meetings during the summer, at which she is asked to attend, should be paid in wages.

Nominating Committee.  President, Pastor and 3 members are to serve on this committee. Three members have agreed: Rick Crawford, Debi Williams and Dawn Kepford. Motion was made that we accept these three members. Seconded. Approved. Fred will coordinate their meeting and a thank you from the congregation.

             

NEW BUSINESS

            Thrivent Coordinator Training.  Joy said that every two years, training sessions are put on for coordinators.  She and Cliff Rose volunteered Redeemer for one of these sessions the latter part of September, late in the afternoon.  The host congregation receives $500 toward expenses.

            Joe Byrd Ordination. Linny Byrd contacted Kathy Cervantes to include in the Spirit Call that Joe will be having his ordination ceremony at Redeemer on July 9th.  This date conflicts with Renae Gargiulo’s wedding scheduled for the same day in Dallas.  Pastor will contact the Byrds and ask about a date change.

            Ollek Gift.  Fred Gargiulo reported that Ken & Jetta Ollek have transferred to Peace Lutheran, closer to their new home.  They gave Redeemer a monetary gift to be used at our discretion.  This gift will be put under undesignated memorials in the financial records.  Suggested uses were for the stained glass window cross and the new cross sign/reader board.  Pastor will write a thank you letter to the Olleks.

 

BOARD REPORTS

Education – Pat Haneberg.  The preschool has received a locking file cabinet to hold students’ records, including immunization forms, which must be held through their high school years.  Storage space in the building will need to be located as this information accumulates.  Board of Properties will assist.

            VBS currently has $700 in the budget.  They are requesting another $500 from the general fund and not hold a fund-raiser this year.  Bev Steuven said that the Social Ministry Board Missions and Ministry Committee can provide some of their money to VBS as a mission.

            Evangelism – Doug Hadley.  May 23 at 7:00PM will be the first meeting for the Summer Fest event planning.

            The question came up about where the new Attendance Sheets originated. Doug Hadley didn’t know, but indicated they will be helpful in contacting visitors. He is looking at a plan for contact, such as the timing and frequency of visits.

            Fellowship – Joy Anderson.  Because there are quite a few things planned already for this summer, no further fellowship events will be coordinated.

            Properties – Al Binder.  This board is considering hiring two members who have offered to do janitorial duties as self-employed workers.  He has solid commitments, in the amount of $4,000 over the next 12 months, from several individuals who would like to make financial donations towards janitorial work in lieu of doing it themselves.  Redeemer would provide the supplies; Al has the IRS requirements.  Joy moved we move forward with this offer.  Seconded.  Approved.

            Discussion followed about giving members an opportunity to pledge either to voluntarily clean or make financial donation towards hiring the work done.  It would be necessary to have the financial donations up front in order to carry this out.  Council requested the Board of Properties put a proposal together, for a 90-day trial of this method of cleaning, and bring the June Congregational meeting.

Social Ministries – Bev Steuven.  Bev motioned that $199.75 from the Lenten soup suppers be used for the $500 commitment we made to Habitat House. Seconded. The board currently has $275.24 to add to this. She suggested we make an opportunity for members to contribute financially in lieu of physical labor toward the house build.  Approved unanimously. A Spirit Call article will address this.

            Youth – Jonet Schutz.  The Canada group Redeemer is participating with includes several congregations.  A storage unit in Tualatin presently holds much of the supplies, paid for by an existing fund.  Kathy Cervantes is currently doing an inventory of these supplies and requests that Redeemer consider using the far right-hand classroom as a storage area, for an indefinite amount of time.  Board of Properties will consider this and other options.

 

Meeting was adjourned with singing of the Doxology.
